So for example, if a live-broadcast that has ended, typically has both video comments as well as live-chat messages, then you can only retrieve the video comments, not the live-chat messages by using this free tool

No Community Tab Posts

CSV vs JSON Formats

At the moment, this free tool supports only the JSON file format as an export option (not CSV)

Both, JSON and CSV are just text files (not gibberish-binary)

However if you explicitly need a CSV file format, there are online converters from JSON to CSV
